If, a child commits a crime he should not be sent to a correctional home. Because , he can feel anxiety, fear, insecurity there, which can have a bad impact on his social and behavioral development. On the other side the observation home helps the boys to have an environment where the mind without fear. That helps in their social, moral, educational, and behavioral development. As per Govt. No. 2852-S W/JJAIS/pt.VIII dt 10/07/2008, JJ Board Form 2009 financial year as per Social Welfare Deptt’s direction Juvenile delinquents are being admitted in our Home these juvenile delinquents of different types from outstation are getting mingled. Over the years, MLRC has been conducting struggles on behalf of Observation Home namely NABARUN. We painfully inform you that again on and from 30-03-2015 to 12-08-2016 and lastly by DM, Puruliaon 02/01/2017 to all concerned Dept. of West Bengal Govt, individually like Honorable Governor, CM, MIC of SW, Chairman, NCPC, Secretary, Director, DCPU, Additional Director, DI SA etc about the following situation of MLRC. But no response has come, we are sorry to say that only from Honorable Governor and DLSA, Purulia we have got a reply up to date 37 such CCL boys had been admitted in our Home during this year. The Home is going in debt and we have requested many times to Minister In-charge through Local MLA but no response was found. We are requesting to PAB for approving this.

Pursuant to the Govt. No. 2852-SW/JJA15/pt.VIII dt 10/07/2008, CWC Purulia have been sending CNCP Boys to Manipur Leprosy Rehabilitation Centre a/c UTTARAN and accordingly, we have been keeping such boys, since 2009. Over the years, MLRC has been conducting struggles on behalf of Children Home. After passing eight years of notification of this Home, Central and State Govt. has approved in July 2017 for the kind self initiation of Honorable MLA Mr. Purnachandra Bauri. Lastly, sanction of Grant-in-aid ha been received amounting to Rs. 23,50,000 in the year of 2016-17, convey our thanks to the Central Government, State Government and District Department.

We are keeping CNCP Boy in Children Home as long as their cases are not disposed of. As and when necessary, we arrange to locate or identify the guardians of strayed children for restoring them through CWC/DCPU, Purulia to the family. Or else, if possible, arrange to tranfer then from our Home to Govt. / another Home.

Those helpless men and women who are aged (over 60 years), poor and having none to look after, neither can expect to have drop of water at the time of death, not can have treatment, for them, approval for one old aged home for such 25 aged males / females ex-leprosy sufferers was received from the Central Govt in January 2003.

Years back for those older persons who are helpless, destitute, poor having none to look after or having no means for own treatment or have anyone to give a drop of water in the dying moments, arrangement was made for keeping them in our Old Age Home.

With 11 males and 14 females, the Old Age Home is smoothly running in its course. But as grant-in-aid has not yet been increased despite all around price hike, difficulty is being faced to maintain the Home smoothly. Home buildings, rooms, adjacent areas have been kept neat and clean, and the inmates do not face any inconvenience or difficulty to have drinking or bathing water or bathroom, sanitary latrine facilities.

a) Nutration: Presently, 2 Tiffin’s, 2 meals are being served. Rice, dal, vegetables, soybeans, biscuits, egg, Meat, fish are served regularly.
b) Services /amenities to inmates: Provisions being made available to the inmates have been as under :
c) Outing: For mental diversion, male / female inmates are being taken to outing to see Durgapuja, Kalipuja, etc. With most of the years of their life spent, the inmates, no doubt, enjoy merry time, may be of short duration, that breaks their solitude and loneliness.
d) Counselling : With all inmates sitting together, discussion on various subjects, talks and counseling with individual inmates on his familial, social facilities and other matters are being held regularly. At the same time, services for those aged persons living outside in the nearby area and needing counseling, advice / suggestions relating to social security and other problems are also being made available to them.
e) Medical: Routine health check up is carried out. As and when require doctor is called in to give treatment to the sick inmates. Medicines / diet to the sick are supplied under medical advice.
f) Clothings, Soap, Oil, etc.: Clothings are supplied thrice in a year. Oil, soap, tooth powder/paste and other necessities are being supplied regularly. For the inmate’s winter cloths, rags have been purchased.
g) Drinking water / Toilet: In the Home there is one ring –well and one tube well, and Zet pump with pipelines installed to meet the potable water requirement. Each living room has toilet-cum- bath room with bathing outfits.
h)Fuel and Electricity: Each room has electric fittings for fan and light. Candle / lanterns are used at the time of load-shedding.
vii)Gardening /Vegetables growing: With enough open space in the Home campus, flowers, vegetables, etc. are grown. Home inmates assist in such work as far as physically possible in a mood to engage themselves in diversion occupation / hobby. Thereby, we feel, they have been keeping comparatively well physically and mentally.

The Child Line India Foundation through the Central Govt. Ministry of Child & Women Development has given permission to promote Childline Serice 1098 at Manipur, Purulia as a Child line sub Centre. After taking the charge of the child line we have taken measures like citizenship, political, social, Economic, tradition rights and these are being conveyed to the children by the child line sub centre.

Child rights include some primary rights , like.
i) Right of Survival
ii) Right of Protection
iii) Right of Development
iv) Right of Decision making /taking

Through horticulture we have received annually Rs-30,000/- , for sheep keeping Rs-40,000/- , for goat keeping Rs-40,000/-, for pisciculture Rs- 1,65,000 /- we have received from this projects . All these incomes have been utilized for the development of our Centre and the Homes inmates. .
